AL Maamoun Baba Lamine KEITA

Ambassador Extraordinary and Plenipotentiary

of the Republic of Mali to the United States of America


Keita Almaamoun was born on January 22nd, 1955. He was educated at the French High School, Cairo Lyçée Français and holds a bachelor’s degree in political science and international relations from Cairo University.

He also holds various diplomas from the U.S. Department of Defense, Department of State and USAID, as well as the Royal Military Academy Sandhurst in London.

After graduating in 1978, he Joinedthe Diplomatic Serviceat the Political Division in the MOFA on March 12th, 1979.                                                                                      

He served various postings in the Ministry of Foreign Affairs, including  Deputy Chief of Mission at the Embassy of Mali in the Arab Republic of Egypt, and at the same time Intelligence Liaison Officer (ILO) from 1989 to 1995 in Cairo, Director of Political Affairs (1996-1999) as well as Political advisor to the Minister of Foreign Affairs from 1999 to 2000                                                                                                                                              

Keita helped to develop the curriculum for the Africa Center for Strategic Studies (ACSS). He is Senior Leader ACSS’s Seminar (Dakar, November 1999).

After the Malian ECOWAS-presidency of 2000, Keita was appointed as Ambassador Extraordinary and Plenipotentiary to Ethiopia with concurrent accreditation to Kenya, Uganda, Tanzania and Djibouti from 2001 to 2007. Subsequently, he served as Mali’s permanent representative to the African Union, the U.N. Economic Commission for Africa and the U.N. Environmental Program from January 2001 to December 2007.

In 2008 he was called upon to return to the MOFA, and was appointed as Secretary General of the Ministry of Foreign Affairs and International Cooperation, a post he retained until being named ambassador to the U.S.

Ambassador Keita took up his posting as Ambassador Extraordinary and Plenipotentiary to the United States on January 18th, 2012.

In addition to his work for the Foreign Ministry, Ambassador Keita was the founder and editor-in-chief of the news magazine ‘’La Concorde ‘’ from 1985 to 1989, and served as a bilingual interpreter for former Malian President Gen. Moussa Traoré from 1980 to 1989.

Ambassador Keita is the Author of two books :

.  '' The African Union .........  Backgrounds and perspectives''- August 2003  - (French language).

.  ''African Issues .... Current and Futur challenges ' '- May 1993 - (Arabic language).    

He speaks French (Perfectly fluent speaking, fluent reading/writing), Arabic (Perfectly fluent speaking, fluent reading/writing - mother tongue) and English ( basic conversational skill, good reading/writing).

Ambassador Keita has been married since 1980 to Therese Duranteau and has a daughter and four sons.

He holds the Knight of Mali National Order Award (2006).

of the Republic of Mali

Ambassador keita presented his credentials to President Barack Obama on January 18, 2012.

In his written remarks, Ambassador Keita stressed the major importance that Mali attaches to the consolidation of the promising trends in Mali-US relations in order to move towards the establishment of a strategic partnership between the two Nations.

Ambassador Keita mentionned that, Obviously, there are a lot of bonds between Mali and the United States that date back for over Fifty years based on mutual respect and a wide range of areas of common interest and common concern.

He indicated that Mali holds the United States in high esteem as a strategic partner and, at this stage, common efforts are needed to render our partnership more effective and more focused.

Ambassador Keita highlighted that Mali and the United States subscribe to the same high ideals and principles ; those of peace, freedom, democracy and respect for human rights and the rule of law.

'' The work to come will also be a challenge. While globalisation has ushered in new opportunities, it has also brought us many challenges whose solutions require joint approaches. One of these is the scourge of international terrorism. The current threat of terrorism in African Sahel region is extremely high, and there is a danger that terrorists might exploit regional instabilities for recruitment and training and perpetrate attacks both within and beyond the region. Irregular migration, kidnapping threats, drug kidnapping threats and arms trafficking kidnapping threats threaten border security and pose challenges to all the States in the region. Here lies the challenge of today’s African Sahel region'', Ambassador Keita declared.

Ambassador Keita also insisted on the fact that '' The time is now for the Strategic Dialogue to realise our mutual priorities for peace and security ; for growth and development ; for combating climate change ; and for creating a society free of pandemics like HIV and AIDS, afflictions like violence, and conditions like poverty''.
